How Hunter Rumours work
You collect a rumour from a Hunters' Guild master, hunt the assigned creature until a rare creature part drops, and hand it in. Rumours come in four tiers — Novice (46 Hunter), Adept (57), Expert (72) and Master (91) — with higher tiers giving more XP and better loot sacks.
The Quetzin pet is a 1 in 1,000 chance per Expert or Master rumour. Loot sacks bank Prayer XP through blessed bone shards (5 XP each, or 6 with blessed sunfire wine) and sun-kissed bones, and the Guild Hunter outfit drops at 1 in 50 per rumour on every tier.

How do you get the Quetzin pet?
Quetzin is a 1 in 1,000 drop per Expert or Master rumour completed — Novice and Adept rumours cannot drop it. The chance becomes far more common past 200M Hunter XP.
Which Hunter Rumours tier gives the most XP?
Master rumours (level 91 Hunter) give the most XP per rumour, but efficient Expert rumours with a good block list can give comparable XP per hour — up to around 240,000 Hunter XP per hour.
